That new X OC doesn't work at all and now I can't download the last Precision X 16 that worked.

I only have the OC.
I have OC 6.0.5 and works just fine with my GTX 1070
But I do have installation of EVGA_PrecisionX_16_Setup_v5.3.8
Scratch that. I eventually thought to use Display Driver Uninstaller. After I picked the uninstall option as if you had a new card I reinstalled the latest Nvidia driver. X OC actually started working for me.
Kinda weird though, but hey.
