You wouldn't be hurting yourself by picking up the 970, can't speak for the 390 though. As a prior owner of a 970 I will say that it can run just about everything (cpu not limiting) on ultra settings.

I currently have the GTX 970 OC 4GB edition. And I love it. I was advised to not go for the 390, even though it was very tempting with the amount of VRAM it has.
If you can find a sale on the 970 I would recommend going for that.
Had a 660, went with the 390. Very happy with framerates and quality of video. Running it at 1920x1200 and get 60fps on R6: Siege.

I run a R9 390 it's the fastest card I've owned but of course the software/drivers are garbage in my opinion, can't go wrong with the 8GB's it has.
Theoretically, the 390 is better for higher resolutions while the 970 is solid at 1080p. Either is honestly fine for 1080p and I think the biggest issue is if the game is optimised for AMD or Nvidia. If the game is Nvidia based the 970 will be better if the game is AMD based then the 390 will be better.
As far as drivers are concerned, I dislike the extras that come with the AMD drivers but I#ve had no issues with the AMD drivers in 5 years. On the other hand people have issues with drivers for both nvidia and amd. As you already have a nvidia card I think, personally, going with the 970 would be the safest option.

Don't buy a 970. Wait for the Pascal Nvidia GPU's to be released, you will have a bigger budget to buy a better GPU at that point. And they are gonna be roughly DOUBLE the performance, half the TDP, and have 8 GB of HBM2 Vram. So, if you bought it. Try to return it for full price and wait. You will be much happier.
I don't understand why anyone would need so much vram... Please note that the card only uses what it needs and most 1080p games don't even break 2 GB of RAM and even 4k games don't go over 3GB. More RAM does not mean more performance unless you actually need more.

4gb is fine for pretty much all 1080p games and most 1440p games, it really depends on what monitor you have. I have a 144hz 1080p monitor paired with my 970 and most games will run at 120hz+with some settings turned lower.
I'm waiting to see what new things nvidia brings to the table, but i have a 970 and dont regret getting it. Don't think theres anything better for the price, and i cant afford to spend anymore than that on a gpu
