In blender, division size = area of the spheres (they are actually 3d objects), if circumference or radius were to be used the scaling would look off to the human eye. Not sure I would do it in blender again though it took a little too long though I could possibly write a script but I am not sure I want to go down that route right now there are plenty of graphing packages available that I have yet to use and would offer more.
