I think what happened was, internally they added something or changed something that warranted a number change, and just moved to that for the public release. When they've changed so much, and all the bugs are worked out, they will make a public release with whatever build number the finished product is.
Basically numbers aren't necessarily the "name" of an update, just how much has changed since last time. More they change, the more the number changes.
1.27 was live -> 1.28 went out on dev server -> 1.29 released to public -> 1.30 is on dev server -> 1.31 will be released to public.
