I have rebooted my PC trying to get this to load, but no go. Near as I can tell, it stops the same place each time, and I've run checkdisk on the hard drive which comes back fine. It's only 1/3 full.
my steam client updated itself about 8 times today i dont play wt via steam lol....
After much fighting and rebooting, the DL finally finished.
Check disk doesn't check for bad sectors, only problems with the file system. That sounds like symptoms of a bad sector/failing drive to me. It's been so long since I've dealt with that issue I'm not even sure what programs are out there to help diagnose this any further.

more ppl have this problem, me included as of this update... check the link for (untested by me) solution
I had the same issue and just kept asking it to try again, worked 3rd time
