Any chance you forgot to restart after uninstalling Steam? If you still have the issue after a restart, try closing Steam in task manager (CTRL + ALT + DELETE)

This, Sometimes steam likes to hang in the background even when closed. Do as he suggested or a hotkey for the task mnager is Ctrl + Shift + Escape. And look for Steam.exe in the processess tab.

this happens to me all the time so i know where he is coming from, the best solution is as you stated, to ctrl alt delete and force close the steam run-time file
