Default New PC is killing Planetside 2. Need help with Diagnosing the problem

Ok, so I got a new PC to replace my 8 year old Potato
    Processor: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz 3.41 GHz
    Installed membory (RAM): 16.0 GB
    GPU: NVIDIA GeForce GTX 960

It seems pretty good statistically and it should be able to run Planetside 2 pretty well, but I'm running into this really weird issue.
When I first log on, I'm at a solid 58-60 fps. (My monitor can't handle more than 60 so that's fine) This lasts of 2 minutes (I've timed it and it's consistent.) After the first two minutes, the frame rate quickly (over the course of another minute or so) drops down to about 15-18 FPS and stays there until I log out and log back in. I've tried lowering my settings all to LOW and/or OFF where possible. I've updated the graphics driver. I've tried completely reinstalling Planetside 2 from scratch on a completely different drive (changed it from the SSD to standard on the off chance the SSD was doing something weird. I had the Task Manager running on the other monitor while Planetside was running and the CPU useage never went above 30% and the Memory useage never went above about 40%. I freely admit that I'm not much of a hardware guy, so I could use any advice or suggestions you all might have to help me figure this out. I hate to think that I spent all that money just to make my favorite game unplayable. >:(

That's quite odd... I run a slightly better rig than that and have 0 issues with PS2. I would think it's a RAM issue, as your FPS goes down over time, and not starting low. Is it ONLY PS2 that is the issue?

I've had zero issues with Windows 10 so far, but it's entirely possible that is the issue. One thing with Planetside 2 though, the game is horribly optimized all around. I have a 980ti Hybrid and I still drop to 40 fps in some of the largest fights. But you do have to remember that PS2 is doing something on the server side that no other game has ever done. Ever. Just out of curiosity, what are the components of the rest of your rig? Actually listing your installed parts would be extremely beneficial. I'm going to tentatively agree with Kaos on this one though. I do think it is your ram. I recently upgraded to 32gb of ram and had horrible issues where I would BSOD at random intervals and sometimes I wouldn't be able to boot into bios. But after pulling those sticks out everything worked perfectly. You might want to try running Windows memory diagnostic test and see what you get from that.

AOD_Ianius424, which installed parts are you asking for?

    Processor: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz 3.41 GHz
    Installed membory (RAM): 16.0 GB
    GPU: NVIDIA GeForce GTX 960
    Running windows 10
(I'm not sure what else is relevant or how to provide you with a complete list)

Like I said, I don't think it's the processor or the RAM. The Task Manager resource monitor had them both chugging along at well under 50% usage the entire time (even in the big battles) and my old potato had no problem running planetside 2 with 8GB (albeit on the lowest settings) at 50-60 FPS. And it's not just "large battle" frame loss. this happens at the Warpgate and at empty bases. I log in. I get 2 minutes of 60 fps game play and then the frames just drop into the teens. Even on low settings, the frames just drop out shortly after I start a play session. I dinked with this for almost 6 hours last night and I'm no closer to resolve the issue now than when I started. It's very frustrating. >:(

you got the latest bios on your motherboard? win 8 and 10 needed a new bios update for some stuff.

It sounds to me more like it could be heat related though.

If your idling at a warpgate (i.e not much seems to be going on) and your rates drop, that's like your hardware is suddenly unable to cope over time. To me that sounds like heat.

Did you build your pc yourself?

I would definately check for heat, check your pc is adequately ventilated and use programs to make sure the temperatures inside are low.

Ok. I downloaded an app called Piriform Speccy which has a heat diagnostic display and I think you've found the problem. I was redlining on heat on the GPU. (what happened to the good old days when you bought something new and it just worked right out of the box. /sigh) Thank you all for your help.

It can't be his GPU. I ran PS2 at Medium 60 FPS with a GTX 560 Non-Ti. Also, Windows 10 is NOT buggy in the slightest.

If you have any overlays and etc try running without them and test. Then see how the game runs with lowered setting such as shadows off. It could be a bug with the game, I don't doubt anything anymore with this game since release, lol.
After everything, go to guru3d and find driver uninstaller in the vid card download section and do a clean remove. Then reinstall the driver.

BTW, go to nvidia setting and make sure that the card is set to performance power mode so it doesn't downclock.

I popped the side of the case and it was the stupidest thing. 2 wires had shaken loose in shipping and looped down at just the right angle to catch the GPU fan, preventing it from spinning thus preventing it from cooling. GPU temp spiked and throttled processing. (also pulled one of the wires right out of it's soldering to the motherboard. I have no idea what those wires are for or even really where they were connected. lol. Doesn't matter. the retailer has a no questions asked return/exchange policy for the first 30 days. The replacement should be arriving tomorrow evening. (Yeah. I'm THAT lazy). Thanks again for your help. I'd still be banging my head against a wall without it. >:)

Well, there you go. That's why your frames were hurting.
