So I am having issues with bf1 and my fps. I don't get stable frame rate and it doesn't run smooth at all. I'm currently at work ATM, but will be home around 8 to try and troubleshoot. If someone can help me out that would be awesome

Is it just in BF1? Cause I have same issues with that game and doesn't matter what settings I use. The game needs patching and is terribly unoptimized. I get stuttering even though my FPS is 100+ on Ultra Settings.
And it happens only in Multiplayer. It's fine in Single Player.

You can verify FPS drops from the ingame command by entering "PerfOverlay.drawfps 1"

I get a stable 150 on MP with high visibility settings (1080p, Mesh to Ultra, All other options Low and TAA enabled) however the game feels a bit stuttery. Odds are it's likely not your video card. There should be an around the 16th IIRC which may contain some fixes but I wouldn't hold my breath on it.

Have you also done the fix for the EVGA ACX 3.0 GPU cooling issue? That might also be affecting your FPS. Info about how to fix this is here, https://youtu.be/URyG1OP8p8I
