If too lazy to click link, it's an FX 6300 and R7 240 plus a new mobo to accommodate. Oh yeah, ram is 2X4 1333 mhz.
My budget for a new cpu, gpu, and mobo is $200. I'm taking everything else from my previous build. Do y'all think this will get 25 FPS in heavy battles on average? If not, any suggestions?

Keep your money and wait until you can afford something better, I think.
I doubt it will fair very well in Planetside, and even then you won't be playing PS2 forever. You'll eventually move on to other games, and likely encounter the same problem. In the long run, you'll be happier and save money by getting newer and/or higher tier products.
Your CPU isn't a bad choice for budget gaming, but the way PS2 leverages resources make a 4-core running at a higher speed the better choice. Pricey to get that, though. I would stay where you are.
I would recommend getting an NVidia 1050 for ~110, or, if you REALLY like AMD, an rx 460 for ~100.
A cheap motherboard and ram to run them shouldn't cost you more than 150, probably much less.
