Default Finally have some Steam after a whole year without it (<3 puns)

So my desktop hasn't been able to use steam for the past year, my brother
just bought me a new laptop for graduation and I can finally use steam.
Back then I tried everything until only two possible problems were left,
either it was my old modem or my desktop. By getting this laptop, it showed
that the modem wasn't the problem and the only thing left is my desktop.
My question is, "What could be wrong with my desktop that makes steam
'Unable to reach content servers?'" I've tried looking into any online solution
so I was thinking it MIGHT be a hardware problem? I had a flood in the house
right before this happened but it only touched the legs of my computer, nothing
on the inside was damaged except for the inside of my heart :P

If you have access to the internet then your Network card is working. So, the only reasons for getting that message are:
    a) Firewall settings in Windows.
    b) Firewall settings in modem that restrict your desktop (could be by internal network IP address or your Desktop Network Card MAC address)
