https://pcpartpicker.com/list/WVXZbj Here is a build I put together quick. $1000 is a tough budget, the builld I got is $1200 and it will be good for you for 3-5 more years of games.
    I can't feel my fingers.

I'd recommend to wait until August 20th when AMD releases Vega.
So far Vega 56 seems to be 10% faster than GTX 1070 and will cost $399 for the reference card. So, vendor cards will be less than that. If these leaked rumors are true enough then this GPU will be a bang for a buck and will be close to performance of GTX 1080 for almost half the price. The Vega 64 will be faster than that so, it could be somewhere between 1080 and 1080Ti in terms of performance.

As for AMD Ryzen. If you go with Ryzen 5 1600x then you'll be more than fine for a budget build. Ryzen 5 performs pretty good in games too. May be slightly slower in some games that require more Single Core CPU speed but those extra 2 cores will be surely a benefit over Intel i5 quad core CPU if you will be also doing like streaming, video editing and other stuff.

    Chooose your faction wisely.

jk CPU's are like a dime a dozen now, I tell you what...

I'm just joking. But any recent model i5+ series or Ryzen will be more than ample for your gaming experience.

What matter more over is how the games cpu functions are handled. Mass Effect Andromeda, PUBG, Wildlands all have cpu issues. I fixed my Andromeda experience coincidently learning about the engines cpu commands. The games was running quite dismal around 30fps on low or ultra and later and went into looking into advanced settings and config files, it never fails. I read about the thread.jobpriority and core commands, set priority to very high, from default at very low, and set my cores to 4 for my i5 which were defaulted to 3...

Anyway, a lot of problems people are having with games are not do to bad coding. The Engine wasn't properly setup, and this can be done by the user if it's accessible. Someitmes game engines are locked, entire configuration in ports is locked.

So that throttles peoples hardware, and they go out and buy a 1080ti and i7 7700k and you can play the game on an i3 and gtx 660, you know.

CPU's in particular are fine now, any will do for 1080p 60fps i5+.

GPU's are as well fantastic for 1080p. 4k is in now. 1080p @60fps can be accomplished on extremely budget hardware.

So choose your vendors, choose them wisely! jk

AMD's selling point was selling customers quality hardware at fair prices, no mark up. Now they're selling at about equal prices for about equal hardware. lol

    w/e

However, freesyc, in particular, is more affordable than gsync monitors. I was hoping NVIDIA would accept freesync but they drive on.

Freesync is fabulous. I have not experienced gsync but assume it's a relative experience.

It's hard to explain unless you've experienced it yourself. It's low latency feedback. Like 1ms/ 0% lag video and analogue feedback. Think about how "Live" television looks weird on tv.

Something about "hyper threading" Hyper threading is supported in some i5 processors and notably i7 and currect amd processors. This technology is now really coming around and is excellent if used properly. So I would suggest a hyper threading processor for some additional functionality. Some games perform way better with the hyper threading process implemented correctly.

    o7

Oh, anyway, it's a conspiracy. Forgot to say that, hardware monopoly.

I don't have a lot of experience with AMD, but this is what I'd build for that budget: https://pcpartpicker.com/list/dcW7NN

If you have any extra cash get the Intel 600P 512GB SSD instead of the Crucial to significantly increase storage speed.

That's pretty much what I was looking at too. But I'd rather wait until August 20th just to see how it will impact prices on GPU and maybe even consider Vega 56 for a GPU instead of 1060
As for SSD, Samsung makes the best SSDs on the market right now.

I agree, Samsung does make the best SSD's. But the cheapest NVMe drive outperforms Samsung's most expensive SATA drive. You can go for the Samsung 960 EVO, but you'll be paying a premium for that performance.

The difference in price between 960 Evo 500 Gb and 600p 512 Gb is about $30 but the difference in performance in favor to 960 Evo is 75%

The difference in price between 850 Evo 500 Gb and 600p 512 Gb is about $60 but the difference in performance in favor to 600p is only 30%

Definitely try to build one. If you have never built a computer before, don't worry its pretty much like legos (sort of) and there is lots of tutorials on youtube to help you out! While premade computers may look nice (and saves you the trouble of building one), most of the time you can't choose what's inside and pay (sometimes) a big premium for having it already built. For your price range I'd definitely recommend building one if you want the most bang for your buck, but expect some troubleshooting and/or initial BIOS setup may be required. One thing you might want in your new system is a SSD (240gb minimum) as it makes a pretty big difference in boot times and faster responsiveness in general and some nice CPU cooling solution.

If I had to build a new computer, ill definitely try AMD Rysen or wait for the new Intel coffee lake lineup.

Here's my build and why I would do it.

First off, the CPU. Ryzen 7 has slightly better Single Core performance over Ryzen 5, and PUBG loves Single Core. Because the ARMA Engine is bad at Multi-threading, IDK why it's not on something like Unreal 4 or something more Multi-Thread capable, but... Meh. Next you might be miffed to see no CPU Cooler. The Wraith RGB cooler is actually a really good cooler and can get a R7 1700 to about 3.7Ghz on average before it starts getting too hot. And, it's RGB enabled, not that you would see it in the case that I picked.

Next, the Motherboard. B350 is an awesome chipset. It's cheap, allows for Overclocking, and just works. No need for those fancy X370 chipsets unless you are doing Multi-GPU or have a bucketload of M.2 storage, which you will have none with this build.

Memory is up next to the chopping block. Ryzen loves fast RAM, so I had to build around that constraint, and that 3000 speed kit will work beautifully for Ryzen.

Storage... I picked an HDD because I didn't know if you were willing to salvage an HDD from a prior build or something like that. So, I just threw it in there and forgoed an SSD because while nice, they are still a luxury.

GPU was a no-brainer. The 1070 is a solid GPU, and Vega benchmarks aren't out, but I doubt that Vega 56 will be fast enough on a Stock Cooler to be able to stay cold AND have good 1080p and 1440p performance. AND Since PUBG is still on DX11, you will still have good DX11 and DX9 performance due to Nvidia still heavily supporting those API's. DX12 and Vulkan performance will suffer a bit, but not by much.

Case and PSU are the finale to this great build. I picked the cheapest case with good airflow. It's no-frills, it just works. If you want something with a Window... The Zalman Z3 Plus is only 10 bucks more to show off your Wraith RGB bling. PSU, I honestly really only trust OEM's and EVGA PSU's. I love my EVGA G2 Supernova 650. And I'll pick up a G3 Supernova 750 for my next PSU so that if I want to go Vega 64 or larger, I'll have enough wattage to OC + use the parts.

Also, as an added bonus, this PC would do well with Streaming! Ryzen 7 is a great H.264 Encoding CPU with it being a cheap 8C/16T option for new streamers at about 300 USD.

While I like your spunk. This build is simply not going to perform well. You would be better off recommending him a Ryzen 5 1600 for a cheaper and better CPU. Also, half of your links don't work.

Ryzen is a good choice. If you need absolutely the most FPS you can get then Intel still hold that crown but only because of the higher clock rates really. I went from AMD to NVIDIA for GPUs and I may not go back to AMD. The driver support for NVIDIA is great. Though AMD Vega is looking really nice too. With your price range you should be able to get almost whatever you want, if you only need to build the tower. Additional accesssories (Monitor, keyboard, mouse, etc.) will quickly fill that budget. Have fun!

Yeah I think I am going to try the AMD processor and Nvidia GPU. Hopefully both drop in price by the time I actually start buying stuff. Gonna keep an eye on the new Vega though just in case! Appreciate all the input!

Not sure how long you can wait but Intel is going to be releasing more info on their 8th generation this month.
