There's a problem with your statement.

If the PSU was causing the case to get to 159c then it would stay at 159c. It wouldn't go back to 56c. It would hover there around 150c-165c. Air doesn't magically get cooler around the case if something like that happens, especially in a hot box like his PC case, it's constant, like water. In liquid cooling setups, temps don't change much at load even after they go through the radiator, they get to a balanced spot and they normally stay there within a few degrees until the load goes down and it has time to cool. The same applies to air cooling. If anything, air cooling should cool down quicker after the load is released. Now, I'm not saying you're wrong about the PSU causing more heat. I'm saying that the CPUTIN NUMBER is bogus. 100%. There's no way that it gets that hot lol. It'd would 100% fry and never turn back on again if that number was accurate. Especially since Anvil was having this issue for weeks/months now.

Upon further investigation, I've found out WHY it was reading at 159c in this thread: http://www.overclockers.com/forums/s...gh-CPUTIN-temp

TLDR: CPUTIN is a bogus number, ignore it. It's completely irrelevant because HWMonitor displays it completely wrong. Read link.
Yes, you may be correct about that bogus number that HWMonitor displays once you load the app.
But the CPU temps are indeed ridiculous, even on idle it's 70C. It could be the thermal paste or it could be as I described PSU blowing hot air onto the CPU heatsink.

So do I need a new PSU or case? Is 650W enough?

I don't disagree with you there. They are very high, especially at idle. I was just saying that 159c was a bogus number earlier while I was at work, and it turned out to be right.

My guess is that replacing the thermal paste will have a drastic difference. If it has never changed it since the PC was put into action at his work, I'm guessing most of it has burned/dissolved. The CPU cooler you'll be giving him will help out even more, if it fits.

650w is enough. The concern is your case. More below (I added the quote in after I typed the sentences to you. You replied while I was typing.)

HWMonitor can also monitor the temps of your 1070. I'm not sure how long you've had it in there, but it is very risky to game with it if you don't have adequate airflow. You can setup a fan curve for it in a program called MSI afterburner. I have a 1070 as well. If you want, I can send you my profile and show you how to set it up. Keeping your components cool while gaming is pretty important for its overall lifespan. I'd look into buying a case with good airflow and transplant your build into it. Cases are going down in price on the market pretty drastically, you can get a pretty good one for $40-80 USD.

It is also important that when you get your new cooler, you clean the surface of your processor with rubbing alcohol until there is no residue left. We will be here if you need assistance.

Ok, so you are saying I need a new case, yeah? What should I look for in a case then? Can I get by without it and just upgrade the paste and cooler as mentioned?

You can get by just replacing the thermal and adding the cooler that I will give it to you. I'm not sure how the PSU fans are setup. So, I was just giving an idea that it might also give that extra heat to CPU if the PSU fans are pulling air in from the outside of the case and then blowing hot air onto CPU heatsink. You may check it yourself and see in which direction the fans on PSU are blowing the air.

But getting a more modern case would be great. I'm sure you can pick up some on Kijiji for like $30 - $40 CAD.

You should be able to, things will just run warm. A case like yours will make problems like you're having just a little bit worse, so it will be very important going forward to monitor the temps consistently if you choose to keep it.

A case is more personal preference than anything. First I would think about the size of the case. How much room do you want it to take up? After you decide, look for a couple of exhaust fans (you will have an AIO liquid cooler from Zed I believe, so this will be mounted to one of the exhausts. Probably up top.) and a couple of intake fans. There is no need to go with huge 200mm fans like some people think. Components have gotten a lot easier to keep cool as technology and architecture has progressed over the years. Ignore the intake fan at the bottom of the below picture. Almost no one I've seen actually uses this fan slot lol.

Ok I'm gonna try the thermal paste and new cooler and see how I fare. One of the IT Techs at work who deals with these PC's all the time and basically put my rig together for me said they encounter the freeze issue also when memory sticks are bad so he's gonna hook me up with some new memory as well. Thermal paste arrives Thursday.

Don't diss my 200mm fan on the front of my Rosewill Thor V2 that I picked up for 15 USD.

Best fan ever. Back in the days my case would be always opened and this fan would be directed towards the case. System was always cold :-)))))))

    Hey folks, quick update.
Got the cooler from Zed (thanks again mate!) and some thermal paste from amazon. Zed and I have been conversing in Whatsapp and he has been extremely helpful. Turns out the mobo I had was proprietary to Lenovo and not compatible with the cooler, but my previous PC's mobo is compatible with the "new" CPU and can take the cooler, so I attempted an install into my old Thermaltake Element V full size case. This case has 5 total fans pre-cooler and my last one was a mid-size with one fan. The CPU went in fine, but I accidentally overtightened the cooler's mounting bracket causing one arm on the cooler to snap off. I superglued that back together and will attempt another install this afternoon. If all goes well, I will have my gaming rig back today!

Once that's in place we can maybe stress test the rig, test each stick of RAM to make sure it's all good, and ensure things are stable, yeah? What programs does everyone recommend to verify the stability of their rigs temperatures and hardware operating performance? Do you think this is necessary?

    Thanks!

It's not necessary to stress test it. Synthetic loads will always be higher than what games are able to output. If you have 2 monitors, you can put HWmonitor on a 2nd screen and jump into game. If you notice the temps skyrocket, alt+f4 out.

Testing them ram with memtest86 would be fine.

Make sure that your repair of the cooler allows it to mount pretty snugly. The thermal paste is only really taking up the very small imperfections between the CPU and cooler. In an ideal world you would want a perfectly flat CPU and cooler and need no thermal paste. But the coolers are mounted pretty solidly. If its not mounted tight enough, you will get heat problems.

Or use EVGA Precision OCX or MSI Afterburner to check temps, load, fan speed etc right on the screen while gaming.

Happy to report total success! Here's a comparison showing old temps on the right and new temps on the left. Thanks everyone! It's only been a half hour but so far no freezes!
