Try connecting desktop, laptop directly to modem through cable and see how it goes. Also, you might have some messed up channel settings within a modem, which is probably limiting your router.

^ This. Connect directly to modem. Space your tests out on the same device over an hour then a couple of hours to see if it fluctuates as much as over wifi. We need solid readings to determine if this issue is with the ISP/modem or your WiFi. What I find odd is you have 11MBits up in some cases with nearly half down. Is this a business line?
Spectrum is charter btw. Charter acquired Time Warner.
Aye started the tests, will do some now, some around noon, and some tonight. Does that seem right or do you only want a couple hours worth ?

Have you been able to access your modem and determine the signal strength? If you are in an apartment or share building this could be a wiring issue from the "pole" Sometimes your provider can make a change from the street, etc.
Sadly, I tried getting to the gateway, its almost like when i'm plugged into the modem i'm issued a single IP address ? The cmd ipconfig command comes up with a gateway thats outside my x.x.#.x and my ip isn't a private network IP. In fact it seems like each of the four ports on the back of the modem offer out a different x.x.#.x
