Well with the new PSU it started! I got through the BIOS, windows loaded up and it all went well!
However I wanted to double check it so I restarted my computer and now I am back to where I was before... No power to peripherals, Red LED_VGA and error code 71
Wait, new headway.
The PSU I put in was switched to 130 so I switched it to 230. Now I am getting code 00.
Code 71 is "PCH DXE SMM initialization is started."
code 00 is "not used"
Maybe it was on 230 and I switched it to 130. not to sure... Either way I know which setting gives me which code, lol.
So, the 71 indicates that there is something wrong with communication between chipset and CPU, which leads to "not enough power", "faulty memory stick", "faulty CPU", "faulty BIOS (perhaps need to update)", "CMOS battery dead or is close to be dead", and lastly "faulty motherboard". You could also try plugging in HDD into a different SATA slot and unplug DVD drive.
Does the PC boot with 00? There are certain codes on motherboards that say "not used" in the manual, which means that it's a normal state of the mobo.
Hmm, so I switched it to the power option that typically gives me code 71, then I switched which cords goes to the HDD and the SSD and it powered up.
I have a feeling that once I turn it off that I will run into the same problem. The Mobo is over 3 years old and I have read that the battery may die around the 3-6 year area.
yep, restarted it and it wont come on. I am going to try using a CMOS battery from the computer I stole the PSU from.
EDIT: The different battery did not change anything :(

Now that it is running it does not seem to have an issue, but I know once I turn it off again it will struggle to come back on.
so I put the first PSU into the computer I stole a PSU from and it is working fine...
Does this mean it is a MoBo issue?
I have done that already, *Sniffles* this was my first build. *Proceeds to burst into tears*
Only took me a whole day to figure it out! Well I am pretty sure that is what it is.
Does anyone have any other suggestions? I should probably try the Ram and GPU on the other computer too?
I am currently saving money for college, but does anyone know of a decent MoBo that is not crazy expensive?

The last thing I'd try is updating BIOS. Since you say that you can boot in but the issue happens after reboot then maybe it's the problem in BIOS. Also, once you manage to power on and load Windows check temperatures of CPU, Chipset and GPU. You could use HWMonitor. That's the one I'm using. https://www.cpuid.com/softwares/hwmonitor.html
Temps were fine on all of them... I will update the BIOS tomorrow, what is the best way to do that?
