So Computer turns on but there is no power to the peripherals.

As the title says that is my problem.

Over the past few days I have noticed that my video freezes for a second or so here and there, audio will still go fine, but my screens freeze. It was pretty bad today while playing battlefront 2, so I decided to close out of my game and restart my computer. Only now it has this problem where the peripherals wont receive power... I have removed my GPU and tried it, removed my ram and tried it, I have tried it with a single slot of ram and got nothing, I have unplugged my HDD (My OS is on an SSD), I have removed the CMOS battery and tried to reset that, and after all of that I still get nothing... I am thrown for a loop because it powers up and the fans start and everything. every time I power up my mouse and keyboard get power for about half a second and then turn off. My Asus MOBO is showing a code 71. I have not overclocked anything either.

I have 16 GBs of ram, a Gtx 770 2gb, Intel I5 quad core, an Asus z87-pro, with windows 7 installed. My PSU is SeaSonic MI2 bronze.

Any suggestions? I feel like I am close, but not at the same time...

Update, and a really weird one. I currently have all but the a single ram, the CPU, and the SSD plugged in and I got it to turn on and boot. What did I do? I plugged in a web camera and wiggled the wires around to the other cords (All of which I have reseated before). I have a feeling that this may be just a work around of the real problem. I am confused nonetheless.

Have you checked temperatures on CPU, GPU and Chipset?

It sounds possible like partial motherboard failure, though 1) you still want to pursue other possibilities, and 2) I honestly am not sure how one tests to see if your motherboard is going bad or not.
You're tried enough things that you probably know as much or more than I do about computers, but perhaps this might help you anyways.

How would I go about doing that if I can't get it to run? I turned it off again to see if the work around would work again but it is pretty hit and a miss.
I might have a spare MoBo around, should I try and transfer all of my components to it and see if it works?

It does, in fact I just turned it on its side and took out the GPU and one of the ram sticks again and am on the Bios now. The CPU temp is at 89 Fahrenheit. I am not to sure what to do now though.

Don't know if this helps or not, but my dvd/cd player gets power and opens up. I also am no longer on the bios, I tried exiting it so it restarted and now there is no power my peripherals

    sorry for overly double posting.

The VGA_LED light on my MoBo is a steady red. Not to sure what that means or how to fix it. I think it is pertinent though.

No, it actually happens very rarely now that I have tried it a few more times and tried a few other things too.

    Let me get a picture

Forgive how it looks, I have been trying all kinds of things to get it working. Also, the GPU is in a different slot because I read that that might help (It has not).

I was about to ask why your GPU was in that slot. That should not affect anything. I am probably going to say 2 things you need to do.

    1. Remove the CPU cooler and get some Isopropyl Alcohol and some paper towels and remove all of the stock Thermal Paste and apply some new thermal paste. It will help keep the CPU cooler. That might do something to help.

    2. You should plug that Rear fan in... It's just there doing literally nothing.

If neither of those help, then I'm gonna diagnose it as a dead motherboard, and you should probably start looking into an entire re-build. That PC is quite old, and if you want to play Battlefront II you are going to need a new PC anyways, a GTX 770 isn't gonna cut it for Battlefront II.

Battlefront 2 is well optimized and runs well at High settings with GTX 770.

40 - 60 FPS with dips into the 30's? That's unacceptable for any kind of shooter. The minimum you should be running at is 60 FPS, no ifs ands or buts

once it is all together all the fans will be plugged in. I unplugged them while troubleshooting and have not bothered to plug them back in yet. After talking to zed in TS I am going to try a new PSU and see if that works. If it does not then it is most likely the MoBo.

Did you watch only the first minute of the video where he is using a mix of Ultra - High settings? He selects other settings later. Medium settings give stable 70 - 80 FPS. A mix of High - Medium would give stable 60 FPS without any dips. So, yeah, you can easily run this game with GTX 770. And even on Medium settings this game just looks absolutely stunning.
