If he needs a good gaming mouse for it I have a G502 available as well as a Steel Series Rival 600, both highly rated mice for Fortnite.
As for the computer itself, it will be hard to build a brand new PC for 500 so your best option is to buy used or older parts and put together
a rig that will handle it. I think a 1050ti with an i5 would be able to handle 100FPS at least.
The i5 8400 even out performs my i7 7700. Great deal in my opinion. If you can upgrade the power supply (30$) and install a 1060 (150$) youll get a pretty neat beast of a desktop

Honestly this took me a long time to find what I thought would be reliable (quality parts) and be the best money spent right now. This rig will not only play fortnite but also pretty much anything else at high to ultra settings at 1080p. Plus included a 480gb SSD. If you'd like you could drop to a ryzen 1500x for the CPU and keep everything else the same, but going with 2nd generation ryzen and a 6c/12t instead of a 4c/8t is totally worth the extra $20. The GPU also comes with 2 free games. Which is nuts considering its an 8gb rx570 priced where it is. You'd be hard up to find a better bang for the buck rig then this honestly lol. I didn't include an OS because there's sites you can get them for $20 or less. I believe Bitwit and Pauls hardware have covered it a few times so a quick youtube search will point you in the right direction. You can make a windows 10 install using a thumb drive. Microsoft actually has a program you make it with now which is a lot easier then back in the day lol.

The integrated graphics on the Ryzen is actually pretty good at 1080p and may be adequate for your needs. Certainly it provides an upgrade path for a dedicated GPU down the road.
I built both my kids AMD FM2 based systems years ago with integrated graphics and then upgraded them with dedicated GPUs later on. They are both still going strong and they've been in service for about 6 years now.
I recently built a Ryzen 3 based office PC which was super inexpensive and amazingly quick. AMD is my go to CPU for budget builds.
I think there are ways to legally transfer a Windows 10 license from an unused PC if you want to save more money.
