    Default Read-Only Drive can't format

    Portable hard drive
    - diskpart says the State-readyonly YES after clearing it. Won't change...
Tried using a third party program to format it, nothing
Any ideas? I'm about 90% sure it's physically busted since it's never ejected properly, just yanked out whenever.

I was helping a buddy remotely. Using Ubuntu is a great idea but not possible for him.
He decided to replace it with a new drive
