    Default Latency

Is latency strictly up to the Internet Gods?

The only thing valid i could find on the internet was to create a registry entry for Acknowledgements in the TCP Stack

well it all depends on the gateways your package needs to pass until it reach its destination.
Every gate has a queu and will dispatch when it's the package's time to be dispatched.
So yeah you can call it on the Internet gods

You cant speed up packets once they leave your house, or at least past the first node on your ISP's network. You can however get them out of your house faster! If you have an old PC or laptop just sitting around just install pfSence on it and good times will be had!

Actually there kind of are ways to speed up your packets. If you VPN to an area that would have less hops to the server that you're trying to get to that would work. There have also been reports that people are getting faster overall speeds when using a VPN. Something about your local ISP purposely throttling your speed.
