This is something I only found out about at the weekend. Having read that I also found the reference to 'Player Efficiency' interesting (which is the first bullet point in the admin edit in red at the end of the post). I had to do a bit of Googling to find out more about that, and it turns out that the results of your recent matches also affect the match making.

Apparently if you're playing well, you can be put into 'more challenging' matches with planes that have a higher BR than yours, but where the player's efficiency is less. Likewise if you're not playing too well you can end up in matches where the plane BR are lower than yours but are flown by more skilled players.

It's quite a complicated system!! :)
