The only problem is, if you already got one or more of the packs in the mega pack, you won't get anything out of that pack's contents.
Yes, that means if you already got the Ace Advanced pack (like a lot of here do, I'd guess), you get 10K GE and 2 months premium time less :-/ (and of course no double vehicles :p )

To the first question: yes (but its free to join and fast)

And to the second question: Think steam as a game management platform and an online store for games and DLCs you just need to register and download "steam"
advantages that i can think right now: Deals like that and.. nothing more really but its nice and organised you keep your games in order, you keep track of your playing time etc. try it
