Has anyone seen performance issues with certain programs or games on Win10?
Yeah, Sony Vegas Pro won't render at all.
seeing as I can't even tell the difference between a video card and a stick of ram. im going to have to give that a hard no.
If you do anything with heavy programs or graphics cards, NEVER go to a preview release! Drivers and softwarre take a while to update, therefore I probably won't be upgrading until I know my programs will run without problems. I learned then when I used the windows 7 preview...
Ouch. Now I know. My roommate went to it. So at least I get to see it and hear about it.

no. I have not used the Newell phase OS's.
Newell is one of the founders of valve. He helped make windows 1, 2, and 2.5. He's never made a 3rd ANYTHING

What ever happens to Windows 9?
I might consider upgrading to Windows 10. (I have Windows 8.1 atm)
However, I won't bother using Spartan. It's meant to replace Internet Explorer, but it's still not good enough to replace Firefox or Chrome.
The following is a comparison video of different browsers, including Spartan (as it is atm, but remember it's still in development)
I've been tempted to get the 10 pre-release version (or whatever it is they're calling it, technical preview?) but I only have the one machine and I don't want to brick it and be stuck with no gaming rig.
I saw some benchmarks a while back indicating about 10 less fps in some games on Windows 10, compared to 8.1. That's probably due to Windows 10 not being optimized yet. I have also read that Windows 10 spies on you pretty heavily as part of the 'testing purposes'. I'll be waiting until the release and seeing how the spying issues are addressed.
I get better performance in ps2 in win10 then in 8.1. But yeah, it'll get better when we get rid of the spying and the optimisation is gonna be cool!
Most likely, but I'll just wait and see how it goes and what does the public (specially gamers) think about it.
What am I then? A monkey with a keyboard?
