The Token Staff Sergeant
Planetside 2 would probably be your best bet.

Planetside 2 is biggest I have ever seen, however I enjoy ARMA 3 personally better.

I come in peace, seeking gold and slaves.
You actually going to be looking at non North American games. EVE is the longest running with consistently rising player base, and it's all 1 server, averages around ~25-30,000 concurrent players online. For North America, there's DOTA and League of Legends are the largest in regards to active players, but I don't think that's what you're looking for. RTS Specific, Crusader Kings 2, Europa Universalis 4, most Total War games, and most Civilization games have communities of people who like doing multiplayer. Planetside 2 is another one, that's an FPS where you fight 2 other factions on giant maps that equate to several square kilometres.

If you choke a smurf, what color does it turn?
Depends on type of game. Fps would be PS2. Always have 100+ on 100+ in a small hex battling. And that's not the entire map much less the server. I'm not familiar with rts type games.

Soon-to-be released game called No Man's Sky will be the biggest game ever created with more than 18 octillion planets and millions of people all on the same server. It isnt designed as a multiplayer game but you can count on the fact that the community will be doing stuff.
